Senator Wilken, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 2424. Senator Ellis objected, then withdrew his objection. There being no further objection, CS FOR SENATE BILL NO. 232(FIN) "An Act making appropriations, supplemental appropriations, and capital appropriations; amending appropriations and funding sources; making appropriations to capitalize funds; and providing for an effective date" was adopted. Senator Hoffman offered Amendment No. 1 : * Sec. A. FUEL AND UTILITIES INCREASES. The sum of $8,800,000 is appropriated from the general fund to the Department of Health and Social Services energy assistance program, for fuel and utilities cost increases for the fiscal year ending June 30, 2006. (a) The sum of $2,115,700 is appropriated from the general fund to the power cost equalization and rural electric capitalization fund (AS 42.45.100). (b) The sum of $2,115,700 is appropriated from the power cost equalization and rural electric capitalization fund (AS 42.45.100) to the Department of Commerce, Community, and Economic Development, Alaska Energy Authority power cost equalization, for full payment of power cost equalization under AS 42.45.110 for the fiscal year ending June 30, 2006. Senator Olson moved for the adoption of Amendment No. 2. Senator Gary Stevens objected. The question being: "Shall Amendment No. 2 be adopted?" The sum of $63,700,000 is appropriated from the general fund to the Department of Commerce, Community, and Economic Development for municipal assistance under AS 29.60.010 - 29.60.310 and the safe communities program (AS 29.60.350 - 29.60.375) for the fiscal year ending June 30, 2006."
